LOS ANGELES, CA — California gubernatorial candidate Steve Hilton today unveiled his “Bring Hollywood Home” plan to revive the state’s film and television industry, restore tens of thousands of lost jobs, and end years of failed leadership that has driven production out of California.
“California invented the entertainment industry. Now we’re watching it leave,” said Hilton. “After 16 years of one-party rule, Sacramento made it too expensive, too complicated, and too unpredictable to do business here. So jobs are leaving. Productions are leaving. And working people are paying the price.”
Over the past three years, California has lost roughly 51,000 film and television jobs as production has moved to states like Georgia and countries like Canada and the UK. At the same time, soundstage occupancy in Los Angeles has dropped dramatically, leaving major infrastructure sitting idle.
“This is not about celebrities,” Hilton said. “This is about middle-class jobs. Electricians, carpenters, drivers, editors, and small businesses. When production leaves, those jobs also disappear.”
Here are some elements of Hilton’s “Bring Hollywood Home” plan:
Make California Competitive Again: Shift California to an uncapped, open production incentive model that applies to both above-the-line and below-the-line expenditures, including post-production, so productions choose California because it makes business sense, rather than leaving because the math does not work.
Give Producers Clarity and Certainty: Steve will replace the stop-start application process with a clear, continuous rolling approval system so producers know where they stand before they raise money, hire crews, and choose locations. Qualifying projects will receive automatic certification within 30 days.
Protect Independent and Mid-Sized Productions: Reserve a meaningful share of the annual program for independent, mid-budget, and California-based productions so smaller producers are not crowded out by a handful of major projects.
“Other states are competing to win. California is managing decline,” Hilton said. “We’re going to flip that. We’re going to compete. And we’re going to win.”
